    Founding partner of GENESIS AVOCATS in 2007, Marie-Yvonne Benjamin has been practicing law for twenty years, including twelve years in a Parisian law firm specializing in public and environmental law.

    She has also worked in the legal department of the FNSEM (from 1992 to 1995) and was a special adviser to the General Council of Morbihan (from 1984 to 1992).

    Marie-Yvonne BENJAMIN teaches within the Master 2 Public Business Law of Paris I the law of local public companies (SEML, SPL) and provides training on the public domain, the CCAG works, the law of works contracts, the acceptance of works contracts.

    Isabelle Cassin has been a member of the Paris Bar for more than twenty years. She co-founded Genesis Avocats in 2007 after having worked as an associate and then as a partner in a Parisian law firm specializing in public and environmental law.

    She acts in particular on behalf of major public and private operators in the context of large-scale projects (office buildings, commercial complexes, major tourist facilities, transport infrastructures, etc.) which raise cross-cutting issues of urban planning law, public law and environmental law, for which she has developed particular expertise.

    A recognized expert with a passion for law and litigation strategy, she has taught urban planning law and litigation at the Institut d'Etudes Politiques de Paris (Master's Degree in Urban Planning) for twenty years and regularly provides training courses in urban planning and development law. She has published a book on local urban planning. She is a member of the editorial committee of the Bulletin de Jurisprudence du Droit de l'Urbanisme (BJDU) and co-author of Lamy Immobilier.

    Professional background

    A graduate of the Ecole Nationale d'Administration (ENA) and the Ecole des Hautes Etudes Commerciales (HEC), Georges ROOZ was Chief Financial Officer and Head of Audit of international subsidiaries at Orange for 15 years.

    He then joined the financial courts as a magistrate from 2004 to 2016. His functions within the Regional Chambers of Accounts led him to audit numerous public bodies.

    He was also in charge of auditing the accounts of the United Nations Secretariat in New York.

    Georges ROOZ taught in the Master 2 "Local Government Law" at Paris 5.

    Areas of practice

    Georges ROOZ advises and litigates in public finance law and local government law. He has developed a recognized practice in consulting and auditing (large local authorities, semi-public companies, private companies).

    Delphine Liebeaux is a senior associate and Director of the Public Contracts Department at Genesis Avocats since 2007, after having worked for four years as an associate in a Parisian law firm specialized in public and environmental law, alongside the founding partners of Genesis Avocats.

    She mainly advises on public contracts (public service delegations, public contracts, complex contracts, etc.) in a wide variety of fields: construction, transportation, waste, water and sanitation, medical analysis, publishing, etc. Her experienced professional practice, both in counseling and litigation, has also led her to deal with issues of private contracts, classified facilities for environmental protection, the operation of local authorities and cross-border law.

    Delphine Liebeaux has a particular interest in all matters that combine legal issues and technical aspects, which involve close collaboration with our clients' operational teams.

    Hervé Kobo has a doctorate in public law since 2017. He worked for nearly three years at the Department of Public Liberties and Legal Affairs of the Ministry of the Interior, time during which he developed in-depth expertise in administrative policy litigation, liability and administrative sanctions, as well as in sports law.

    Hervé Kobo entered the Paris Bar School in 2020 and completed his final internship at a major Parisian business law firm in the first half of 2021.
